"Broadway has a steady flow of traffic, but except at rush hour, and maybe during the late night club hours, it isn't congested - traffic flows, if anything, faster than the speed limit. But more importantly, I think the 'problem' that was trying to be addressed was emptiness of uses / people on Broadway during the day, not cars. But the 'problem' should have been stated more narrowly, about the deadness of lower Broadway (Kearny to the waterfront) more than the deadness of Broadway.
