"Let's just put it this way: There hasn't been an outpouring of enthusiasm for $1,000 fines" — and with these inspiring words from the mayor's spokesman, Gavin backpedaled yesterday on the city's plans to fine people up to $1,000 for not sorting their recyclables. Instead, they'll be capping the fines at $100, though penalties will only be "levied in the most egregious cases."
