Securing a building permit in San Francisco: nightmare, hands down. Harboring 30 sheep: go right ahead. Such is the city's policy on "unusual animals" such as the aforementioned sheep, goats, pot bellied pigs, and chickens— all are scatted about the city, says the Chron's recent report on urban farming. Says San Francisco's Captain of Animal Care and Control (picture that uniform...): "I don't think we've ever cited someone for having an illegal animal," she says, "But we're more concerned about the number of animals and their treatment.
