Four years ago, the Recreation and Park Department inspected a Stern Grove tree that eventually dropped a limb and killed a woman. Their conclusion at the time: no action required, even though a report previously rated the tree as a "high end of moderate" hazard. The R&P said that most city trees have been cleared— the dangerous ones are in areas with little pedestrian traffic. The hold-up: as usual, a tight budget. [ABC 7]
