SF First to Charge "Pollution Fee"

If the Bay Area Air Quality Management District's says so following today's vote, San Francisco (and its environs) will be the first to lay down the taxes on companies— factories, oil refineries, et cetera— that pollute the air with carbon emissions. Here's the catch: the fine is only 4.4 cents per ton of CO2, admittedly not enough to make a dent in the global warming situation. Setting examples with actions— good, yes.
