Seems that slim but strong majority of voters may have been onto something with that Community Justice Center Gavin's got planned for 575 Polk Street. No telling why voters rejected the measure -- for the cash, or the crimes -- but the Coalition on Homelessness is concerned about criminalizing "a social problem." Says the directory: "No amount of ticketing, arresting and jailing of homeless people will make it so homeless people have a place to live. Only housing will do that."
