Smoking Ban: Basically Yellow-Toothless

If SF is looking for a role model for our ever-expanding smoking ban, we should consider Belmont. Their ban is broadening next year to include apartment buildings -- but, oh yeah, it's just about as effective as ours. Though outlawed in city-run public spaces since 2005, the first citation for smoking in SF wasn't issued until a year ago, since the whole thing requires a complaint before it can be enforced. But striking fear is always the first rule of law, so for now those "no smoking" signs will just have to do. [SF Examiner]
