Green building may be costly, but it's not all that costly -- turns out it requires but a 2.5 percent up-front premium on average. And the savings wrought from the greenity by way of energy efficiency and durability can add up fast to offset that initial cost. Still, any extra cost in our current construction market can be enough to sink a project. Could this bit of news put the Public Utilities Commission building back on track, or is the outlook just too dark and dismal for such a big, shiny project? We hope not -- we'd love to see those turbines in action.
