As the Gav steams ahead on turning San Francisco into the green capital of the universe, a new report questions the old assumption that cities are responsible for 75 to 80 percent of the world's greenhouse gases. By attributing emissions to consumers— that is, blaming factory pollution on the people who actually buy products made in those factories— the report's authors found that a large proportion of emissions can actually be blamed on residents of rural areas.
