San Francisco hasn't yet decided how to regulate Airbnb, but the hotel-industry disrupter has established itself semi-officially in town by signing onto an emergency-relief agreement with the city. The idea is to identify Airbnb hosts who will commit to take in displaced people if disaster strikes.
