Every so often, readers email asking about empty lots and unfinished projects, along with an occasional "WTF is going on at..." We invite your queries and comments.

The Castro: What's the story with the Shell station at Market/15th/Sanchez? They've started breaking up the pavement. Presumably to pull the gas tanks out. Anybody know the plan? Is there a plan?

Mission Dolores "What's up with the lot and empty house on the corner of Dolores and 15th? It's been years. Nothing. And the poured concrete structure at 18th and Dolores that's straight out of Pyongyang?"

Cesar Chavez: "Do you happen to know what the deal is with that strange recently-painted-red building with the ornate door that's on Cesar Chavez just east of Mission Street? Tonight I drove by and it almost looked like a "club" inside. I always thought it was apartments."

The red building is Chez Poulet, home/headquarters of mayoral candidate Chicken John.

And what's up with the always over-priced Chevron at the corner of 23rd and Valencia? Rode by it yesterday and it was surrounding with chain-link. Don't we have enough lots like that on Valencia?

I remember seeing the 15th/Dolores property on the MLS when I was an agent, probably around 2003. I think they were asking $2MM for both the building and the empty lot, and there was something in there about privacy being especially necessary. Would anyone care to do the legwork of finding out its last transfer price, or at least its exact address? It's somewhere around 200 Dolores.

The Dolores Street Baptist Church was located on the corner of 15th and Dolores.

"On August 2, 1993, our historic church building was destroyed by an arsonist's match. Three days prior to the fire, we received an arson threat from an individual claiming he was from the Aryan Brotherhood. His stated reasons were that the church did not care about white people."

200 Dolores was bought for $1.795 at the end of '02 and soon after the new owner applied for a permit o build 13 unit bldg. I assume this plan failed, and there is a link to the current NOP on http://www.ci.sf.ca.us/site/planning_index.asp?id=37672

The site of the Shell station is going to be a mixed use 6 story building with retail on the lower two floors medical offices on the third and rental residential units on the upper floors. Retail tentants include Pinkberry and From Gelato of Italy.

The Planning Department, with Supervisor Bevan Dufty and MIG Consultants, announced the date for the first Upper Market Planning Workshop early this week. CAPA (Castro Area Planning + Action) has been eagerly anticipating this event for several months, so we hope that all CAPA members and friends will plan to take part.

Here are the details of the first event:

Upper Market Workshop Series and Design Plan

COMMUNITY MEETING #1

September 11, 2007

6:30 - 9:30 pm

The San Francisco LGBT Center

1800 Market Street (at Octavia Blvd. )

The Workshop, made possible with funding secured by Supervisor Dufty, will allow the community to address growth and change in the Upper Market Corridor between Castro and Octavia Streets, focusing on several sites where development is planned and many sites that will be rezoned under the Market Octavia Plan. Participants will also be able to address development-related issues that are important to Castro and LGBT community, and community support, as expressed in the final plan, will be crucial to developers since most will involve a public approvals process through the Planning Commission. Thus the resulting plan can include goals addressing communities need for retail, space for community institutions, and types of housing.

The format for the first of the three workshops has not been announced but could include forums, walking tours, etc. Sarah Dennis, the head planner for the project, expects that the process will take three months or so, with completion in three to six months. The Planning Department’s consultant MIG will conduct the public planning process and prepare the plan documents; the final document could then be adopted as policy by the Board of Supervisors and the Planning Commission.

The workshops will be open for all members of the public to participate, so mark your calendars and make plans to attend, and tell your friends and neighbors. This will be a great opportunity for the Castro community to envision how the Castro can benefit from potential changes over the next couple of years. CAPA will send out updates and reports as more information is available.
